Most older model machines running XP that I have worked on will need to have a PS2 Keyboard/Mouse to run during the installation process. However, after you have that completed and can boot cleanly into windows, a USB mouse and keyboard will work. At the very least (once you get the keyboard working I suppose) you need up put that thing on SP3.

Thanks so much p0wl; it fixed my no keyboard problem. I had a desktop PC using an Intel motherboard. I changed it to using a Gigabyte motherboard and the problem persisted. My system was duel boot: Windows-10/ XUbuntu 20.04. I could only boot the default Windows without the keyboard working. The new motherboard had a plug for a PS-2 keyboard
